TOT in Thailand blocking SMTP email connections?

Trouble sending emails via my SMTP server and it seems TOT is blocking SMTP connections and forcing you to use their own mail exchange
SMTP.TOTISP.NET is operating correctly as far as IP: 118.175.8.10 or smtp.totisp.net
